if you are there with the of studying, you must use �in �, on the other hand if you are there for example with the aim of visiting, i mean a temporary aim, you must use �at �
 
E.g
The students and the teachers are in the school.
The parents are at the school.
 
She is a nurse and she is in hospital there,
They are at hospital for visiting their friends.
