I have to describe two pictures of the shops using the words from the box. One word from the box is in the state.

I think it will help if you write what the other words are... Or maybe the pictures could help... Personally, in this context, I have no idea to what the phrase "in the state" refers... I am also waiting for the "conclusion" :)

Is one of the shops you have to describe completely messy?
There is an expression "in a state", meaning "in a complete mess", like in "Susan was cooking yesterday and left the kitchen in a state".

Could it be this?

Although I�m not a specialist in English I think the meaning for your in the state is,  according to Cambridge English for the World: CONDITION. A condtition or a way of being that exists at a particular time.

EX: Susan made some cake and left the kitchen in terrible state. 
Marcus was in a terrible state after his mother�s death. 
She complained about the untidy state that the house was left.
I totally agree with our friend chus estebanez above. ( the phrase IN A STATE OR IN THE STATE  must mean:  very disorganised.
