IMHO  apathy is a very strong word to commit to paper - If it were me writing the feedback report I would use the gentler approach that you gave "His attitude varies from lack of interest to enthusiasm from one moment to the next".  But, each to his own.

I agree with Jayho, Carina. I �d stick to the first change I suggested : "lack of interest" + "enthusiasm" - I �d definitely use that for my own students ! Have a good night !
