Hello,...

im asking about the negative form of present perfect ( have not , or has not)
 
But can we say the negative form is ( have never, or has never)

Sure: I �ve never seen this:) I haven �t seen it. (but it �s not always the same meaning, though)
e.g. I haven �t seen her this morning, BUT you can �t say: I have never seen her this morning.
Never is a negation and, when you use never, you don�t need the negative particle not. Otherwise, you�ll have a double negation in the sentence, which is grammatically incorrect.

It�s not really the same, you could say: I have never seen this/ I haven�t ever seen this.
