Kohai is right. 
If you did mind, this would cause difficulty for a lot of Brits and they would get horribly embarrassed. You would say something like, I m sorry, I haven t got any credit left, or I m sorry, it s not charged up or some other little white lie

In the US, some people would respond with a white lie, as well, but being direct is also possible: "I m sorry, I don t lend out my phone."
