Please tell me what is right That is the clock that/ that is used to strike day and night. Tks

It isn �t passive.
 
That is the clock that used to strike day and night.
 
(The clock is the subject that does the verb. )

Either way the sentence sounds a little strange (to strike day and night?), but "that" and "that is" have two different meanings:
 
"That is the clock that used to strike day and night." --past tense, it doesn �t strike anymore.
 
"That is the clock that is used to strike day and night." --we currently/regularly use the clock to strike day and night.
