Jenny is the best English student in our school.
No students ..................................................................................
( And explain to me  if we have to use  No students is or are )

I would say ARE since "students" is a plural noun

No students are better at English than Jenny in our school. 
No students are better than Jenny at English in our school.  
 
Valpa is right. You might be confused because it would be a more natural sentence to say: �Nobody is better than Jenny....  �
 
I am assuming you mean English as a school subject rather than as a nationality.

Due to  danger of a misplaced modifier I would use:
 
"No students in this school are better at English than Jenny."   or
"No students in this school are better than Jenny at English."

We use are because students is plural-- personally I would use "No student is...", but that isn�t what is given.
