I agree with Renca and crisholm. 3 levels are not enough. 5 levels would be just fine!
I would prefer to see A1, A2, B1, B2, C1 or
level 1,2,3,4,5 or
Elementary, Pre-intermediate, Intermediate, Upper-Intermediate, Advanced

If there was a key, everybody would have chance to choose the right level...

1=A1=elementary,    
2=A2=Pre-Intermediate=KET,
3=B1=Intermediate=PET,  
4=B2=Upper-Intermediate=FCE,      
5=C1-2=Advanced=CAE

I think it �s clear...

What do you think about my suggestion and explanation-key ?
