I see what you mean David but I think in cases when it is just a clip art it can be obvious that it is copyright rather than theft! I mean obviously if someone repeatedly uses stolen cliparts then they should get a warning but if it it once or twice then maybe we can see it as an accident.
But I see what you mean.

 I think we just need to trust the judgement of the moderators and hope they do a good and fair job!
