When you find a verb followed by to you should use the infinitive, so GIVE.

It �s "give" .
I think your confusion is in the "last week" being past tense. "Last week" applies to "promised" (which is in the past tense) and not to "give" (which is infinitive). |

Well said Douglas,
You basically use the past tense in the MAIN verb, which is promise. In this case TO GIVE is playing the role of a DIRECT OBJECT.
