When you find a verb followed by to you should use the infinitive, so GIVE.

It �s "give" .
 
I think your confusion is in the "last week" being past tense.  "Last week" applies to "promised" (which is in the past tense) and not to "give" (which  is infinitive).

You basically use the past tense in the MAIN verb, which is promise. In this case TO GIVE is playing the role of a DIRECT OBJECT.
