which of the following sentences is correct, or are both of them ok?


Although he has earned 58 billion dollar, Bill...

Although he has earned 58 billion dollars, Bill...

Do you use dollar only in the singular form or are there any rules concerning this matter?

dollar is a countable noun, so you need to use s .

But we say "two million" and "sixty per cent ", right? We do not use the plural form in these examples. Why is it different with "dollars"?

this is not a compound noun. it  takes an S . note the difference we say: a 85 - billion dollar baby= a baby worth 85 billion dollars. but in the example you provided it is used as a simple noun

we say 1 hundred ..., 2 hundred..., 3 hundred.... etc ...........
1 million ..., 2 million..., 20 million.... etc ................
43 billion... , 43 thousand.... etc .............
hundred, million,, thousand , billion don �t take "s", what takes "s" is what comes after for example 2 hundred students, 20 million workers, etc............ same thing for Dollar$, Pound�, Euro, Dinar etc...
2 hundred dollars, 2 hundred pounds, 43 million pounds, 53434 billion dinars

Dollar does need the "-s"
The reason why million doesn �t in e.g. This costs 4 million dollars is because million is used as an adjective here and adjectives do not take plurals in English.
