Kunter, yes it is because it is an activity.  It doesn �t matter about the prep phrase after it.  It is still an activity.  "BY train" is just telling you HOW he/she travels.  Look: Traveling is fun.  Traveling by train is fun.  In both cases, traveling is a gerund.

I also think they are gerund in both cases. they are used as nouns not as adjectives. the preposition is not vital in such cases. you can say:
traveling is fun or traveling by train is fun.
the function of the noun does not change.
