However, i guess the second possibility is far convenient!!

The correct choice is �development �.
If you use �develop � it should read �.... and develops aid for impoverished... �
The two sentences would have different meanings:
�development aid � is aid directly to the communities to improve/maintain/introduce infrastructure.
�develops aid for � would mean the agency creates programs/plans/ideas but does not necessarily implement them.
