Instead of both ... not, we normally use neither.

BUT it doesn�t say that it can NEVER be used as such.

*shrugs* One of those things I guess, where people use something without realising it may be incorrect...

I agree with you on "C" being incorrect.
However, I�d like to point out that (according to my knowledge) the VERB after "neither of ..." and "none of ..." is normally SINGULAR
So,
-None of them is here. (none = no one)
-Neither of them is here. (neither = no one of the two)
