Is it possible to use "every seventh person" instead of "one in seven people"? Does it sound natural?

They are not the same.
If you have 7 people in a line and one in seven will lose their jobs, then you still don �t know which one  of the seven will lose their job.

If you have seven people in a line and every seventh person will lose their job, then you know which one will be unemployed.

Seventh is an ordinal number:

Ordinal numbers tell the order of things in a set�first, second, third, etc. Ordinal numbers do not show quantity. They only show rank or position.
