Is it ok to say?...
 
I congratulate you if you produced the video
 
(meaning I don �t know whether you created the video or not)
It sound a bit unnatural to me because of IF + past simple + PRESENT simple

When I first read it, it sounded ridiculous to me (I don �t know why), but, as Vivi Quir said, it is perfectly correct, and does sound natural. The combination of tenses is right, because the congratulating is in the present, and the producing was in the past.

It �s okay.  It sounds funny because the "if" is after the "then".  It would probably flow better this way:
 
If you produced the video, <then>I congratulate you.

For me it sounds rather formal. If you �re looking for something more informal try:

Congratulations, if it was you that made the video
