The use of ALL

Hello dear colleagues,,,,

I ve got a question, and I hope you can help me

I was looking for information about the use of all with the meaning of

every one or the complete amount

In fact I checked different resources and I found out that all can be used before plural countable nouns and before uncountable nouns.

I found the following examples:

All ( of ) the players are here today.

Here we use the verb in the plural form.

But the examples with uncountable nouns were all of the kind:

She drank all of the juice.

Nothing was mentioned about what kind of verbs should (all + the uncountable noun ) take when they form the subject of the sentence.

So my question is when the word all comes before an uncountable noun should it take a singular or a plural verb?

In other words in the following example what verb should we choose?

All the sugar ( was / were ) packed.

I think we should use ( was ) here since we usually use the singular form of verb with uncountable nouns

but Im not sure about the case here.

I hope you have a clarification for this .thanks

All of the uncountable nouns take singular form of the verb if there are no quantifiers. So:
All the money she stole was hidden in the chest of drawers.
All of the 3 cases of money she stole were hidden in the chest of drawers. The objects are different as you can see. :) Hope that it helped you a little.
