Well, how about that - another Ozzie - fabulous!
 
Not so many people here use �high time � any more but I think �it �s about time � is used often in that way.  I �ll certainly be listening for it more carefully from now on.  Although perhaps not traditionally grammatically correct it seems to have woven its way into our lingo
 
I �ve searched high and low and I think I �ll stick with my first post - I like what they said - that is, they don �t really know [lol].

In the USA - we use high time - when something is overdue.
for example:

It �s high time you got a job.  (meaning - you should have done that a long time ago)

Mena gives two examples with the full infinitive, but both of them use just "time", not "high/about time".
 
Here in the US, we use the conditional form of the verb with "It �s about time", and, as libertybelle said, we use "high time" for extreme cases.
It �s about time we finished this discussion.
It �s about time I went to bed.
 
As others said, we use the full infinitive with "It �s time".
