I am correcting a peer �s paper, and I have doubts on two aspects: (I would appreciate your help)

Must we write a comma after "According to ---"? Which one is correct?
According to the author distance education can be...
According to the author, distance education can be...
 
Is it "reach TO the conclusion" or "reach the conclusion"? I have written it in google and there is 1 million of results of the first option and 20 million of the second expression. Furthermore, in the Oxford Superlex dictionary I have found the second version, but I �m still not sure.

yes, there should be a comma after �according to �.
I �ve always used �reach the conclusion � but 
�come to the conclusion�,

Kate is absolutely right. We say "come to the conclusion", but "reach the conclusion".
