employees had been waiting for hours. The past perfect and expression �by the time � show a sequence of actions - one happening before the other.
b) Even though he was an hour late, he didn
�t apologize. �because � would indicate that the reason for not apologising was being late which makes no sense in terms of meaning. �However � is used to express contrast which is not the case here. �in spite of � is followed by the gerund or a noun phrase such as �the fact �.
