Although logically your sentence makes sense because the apostrophe replaces "has" (just as in "he �s got" --> he HAS) someone who is extra picky could contest that the question is usually written as WHO ELSE HAS GOT TALENT?  and it is merely shortened in the pronunciation, which encourages it to be written with an apostrophe.
 
To avoid this issue, you can simply write the question as "who else has talent?" or "is anyone else talented (around here)?

In British English the question should be like this: who else has got talent?
 
In American English you have the choice, because there are 2 possibilities: who else has talent? or Who else does have talent?
