If she is using drugs, the preposition is "on". She was on drugs when I saw her yesterday.
If she is a part of the drug culture (using, selling, part of her life), she is involved in drugs.
I hope this helps, and I �m sure others will generously add some ideas.

You could also say she was "into drugs". |
