I would call the guy (or woman) who fixes my computer a "computer technician � �
for the street sweeper/cleaners and or garbage men, I lately hear the term �sanitation workers �
I also would use "plumber"only for those working with water pipes... |

In my country we call those "systems engineers" and if he �s not a proffesional we would call him a "computer technician" |

As a native speaker I would say that a plumber is a person who installs
or repairs those items which deliver water to or from your house.
The person who fixes your broken washing machine would simply be called a repairman.........engineer would be far too grand a title in my opinion.
Someone who repairs your compuer would be a computer technician.
