I �d say it �s a statement or a warning, perhaps. An announcement would be informing us of an organised event, an advertisement sells a product or places it on the market...

On one hand, I would call it an advertisement for Green Peace (which it is)
 
on the other hand it could be called a "public service announcement" (or message)
 
It pretty much depends on what aspect of the commercial you want to focus on--both terms fit.
