HOW DOES IT SOUND:

I HAVE HAD THREE YEARS TO SEE MY COUSIN.

It only works if you mean that it was possible to go see your cousin for the last three years (and previous to that you couldn �t).

That sentence structure could be used like this:
 
I �ve had three opportunities to ask him, but I �m too shy.
I �ve only had three minutes to get ready, please stop rushing me!
I �ve only had three minutes to see my cousin, please don �t make him leave yet!
 
Maybe it �s meant to be:
 
It �s been three years since I �ve seen my cousin.

Doesn �t sound too good I �m afraid. We need the context in which you �re going to use this sentence in order to evaluate if it �s correct or not. It can �t be used as a stand-alone sentence.

It sounds like a word by word translation from Greek. I think foreverjinxed said it well enough:
 
It �s been three years since I �ve seen my cousin  or It �s been three years since I last saw my counsin.

That sentence would be fine if it continued with:

I HAVE HAD THREE YEARS TO SEE MY COUSIN - but never got around to visiting him or her.
