Is it right if I say " It is twenty three o �clock". I think it is better to say it is 11 p.m. Help me please. Thanks

It �s eleven o �clock or 11 PM. (You can only use �o clock and AM/PM with 1 to 12)

People will usually understand you mean eleven o �clock in the evening. 

E.g. I go to bed at 11 o �clock. Unless you �re a baker who goes to bed at 11 AM, everyone knows you mean 11 PM. If it�s not clear you add in the morning/in the afternoon/in the evening/at night.
