What īs the correct answer?

The correct answer is "can īt have finished" as we use the modal can īt +have + p.p. (perfect infinitive) to make a deduction, a logical assumption about what is impossible to have been done/ to have happened.
Hope this helps.

can īt + perfect infinitive = Possibility/Impossibility of past action(situation)
can īt + present infinitive=
Possibility/Impossibility of action (situation) in present

a and b are both suitable for the missing part. if i encountered such a question, i would omit it. "already" means "by now" in this sentence. a and b do both mean possibility and i think both are correct here.

You can īt use mustn īt+ perfect infinitive for past deduction. You can only use must+perfect infinitive for past deduction in affirmative sentences. (See: http://www.bbc.co.uk/worldservice/learningenglish/flatmates/episode65/languagepoint.pdf
and http://denispoulin.com/texts/Modals_Explanations.doc)

In this case, only b is the correct answer, as Bruce, vickyvar and Tatyana83 have explained.
