 I�d choose the words "peaceful" and "docile" if it comes to animals.

"Harmless" probably achieves the objective the best.

I agree with Douglas on "harmless" being the best choice.

According to the OALD:
tame: not afraid of people, and used to living with them
docile: quiet and easy to control

I think the sense of danger is only loosely related to these two words.

As far as "meek" is concerned, I believe it can only be used to describe people: quiet, gentle, and always ready to do what other people want without expressing your own opinion (source: OALD)

@tancredo: I don �t think you can use "inoffensive" to talk about animals.  I think it only be used to describe people or behaviour, language, etc. Take a look at the definition here.
