if the state of wisconsin votws to strip collective bargaining, and it passes, can �t the President just vetoe it?

There is state laws and Federal laws.  The president can �t veto state laws but can enact a Federal law that bypasses the state law.  At the same time the state Supreme court can bypass a Federal law by challenging the Constitutionality of the law.  It can be quite confusing.
