I mean: balloons, lollipops, birthday hats,....

I agree; I would say �party supplies. �  (It �s a generic term, even for b-days.)  Party City is a really popular store in the U.S. :)

The term Party Favours/Favors can be used for the things given to party goers - often individual packs of sweets, ballons, hats etc.
