One the most famous books is called Crime and Punishment by Fyodor Dostoyevsky - but that probably wouldn �t go well with small children. A bit too difficult! 
There are millions of books about crime and its consequences.
I �d find some easy crime books, read them with the class, see a film and discuss the crime and if the punishment was appropriate.
Make up a crime - divide the class into groups and have them act it out as a courtroom scene.
