I can �t see anything wrong grammatically with your example, but I can see how people might have a problem dovetailing a relatively slow change in attitudes with a specific year or date. Maybe that �s why it seems odd at first and why something slightly vaguer (unless you have absolute proof) like �up until the end of the 20th century, smoking...... � would sound more natural.
