I think it �s simply one of the group of people who are called" the board" and they rule any big company or organization ; even school have a board. I �ll insert the definition of Cambridge dictionary followed by a sentence that makes it rally clear:
"the group of people who are responsible for controlling and organizing a company or organization

She started in the firm by making the tea and now she �s on the board/a board member ."
