make + something + verb eg: I can �t .... make my hubby wash the dishes. So in my opinion: "Can I make this old computer start?" is correct

The correct option is �Can I make this old computer start? �. Without �to �.

Here MAKE is a causative verb, and its structures are as follows:
MAKE+SOMEBODY/SOMETHING+FIRST FORM OF THE VERB WITHOUT �TO �. |

when you use make in the active; you use bare infinitive,"Can I make this old PC start?"
if you use make in the passive; you use full infinitive, "Can this old PC be made to start?"
