make + something + verb
eg:
I can ´t ....  make my hubby wash the dishes. Wink
So in my opinion:
"Can I make this old computer start?" is correct

The correct option is ´Can I make this old computer start? ´. Without ´to ´.   Smile

´Can I make this old PC start? ´ is the right expression.
Here MAKE is a causative verb, and its structures are as follows:
MAKE+SOMEBODY/SOMETHING+FIRST FORM OF THE VERB WITHOUT ´TO ´.

when you use make in the active; you use bare infinitive,"Can I make this old PC start?"

if you use make in the passive; you use full infinitive, "Can this old PC be made to start?"

     All the best
