I �m not quite sure what the context is from your short sentence, but people shopping and waiting to be served at a crowded counter would move about, and perhaps bump or jostle each other when trying to get the shop assistant �s attention.
So pushing in front of others, and waving your arms might be a way to jostle for attention. |

It probably means to try and get more attention than others. "Jostle" suggests that there is some competition for attention and hence the need to "jostle".
