hi there. To my experience, "what is necessary to to Sth" is more accurate. So, the correct answer must be "what is necessary to travel."

from a conversational point of view as a native speaker we would normally use for travelling when talking about stuff to prepare such as your suitcase and things in it, We tend to use to travel to when refering to mode of transport such as: A car is neccessery to travel there. You �ll need a map for travelling around europe |
