How can it not be about methodology? How do you define methodology?
I �ve been pondering about this task for a while now (my students are writing a test) and I have absolutely no idea how this should work, unless methodology in Germany is defined differently from Italy.

Perhaps you could discuss how a person develops in learning a language --not how they are taught (methodology), but about how they develop.
You could define some phases of learning a language (understanding/ beginning to speak/ interacting with others/ "breaking-through"/ fluency/fine-tuning) and perhaps compare two or more groups (old/young/in the country/in school/required/ volunteer, etc).
The problem could be students not achieving "breakthrough"--solution ? (full immersion?)
Just and idea that needs a lot of development.
