I agree with meriem12 that "neither ... nor" is the best choice. Despite what the "rules" might say, in practice, we don �t use "nor" except after "neither". So, if we had to say "no" rather than "neither", we would use "or".
So, the best option is
She spared neither effort nor money...
The next best is
She spared no effort or money...
