Is it incorrect to say persons- as the plural for person?; most of the rules recommend the plural people.../

It is correct. The police use it , �Unknown persons entered the premises.. � 
mainly, though, we do say people.

It �s a very formal plural of the word person. As Lynne has said mainly used by officials like police, etc.
missing persons report comes to mind.

I would advise not using it as it is very formal.

You will only really hear / see persons in formal situations and signs. 

Next time you �re in a lift / bus look at the sign for the maximum number of people. You will see it for sure ;)
