Can someone help me to understand this sentence?

"top off" - to bring to a climax or high point
"whirlwind" - a very hectic and exciting time (18 months in this case)
 
The final exam topped off a quarter of intense learning.
 
We had a whirlwind vacation - 18 cities in two weeks.
