Active: People thought that James lived in London.
Passive: a- It is thought that  James lived in London.
b- It was thought that  James lived in London.
c- James is thought to live in London.
d- James was thought to live in London.
e-James was thought to have lived in London.
f-James is thought to have lived in London.

Completely agree with Valpa
It s thought   or James is thought are the passive of people think
He was thought to have lived is the passive of people thought he had lived
So, thinking and living were done simultaneously in the past in sentences a ,b and d

Impersonal passive means that the sentence starts with It.So, a and b are impersonal passive but only b is correct since the verb in the sentence People thought that James lived in London is thought(Simple Past)
