Quite confused over these few words
 
1) The office will be closed at 5:00 pm.
2) The office will be open at 8:00 am.

 Why not we say : 3) The office will be opened at 8.00 am.

4) All the members will be welcome at the meeting.

Why not we say:

5) All the members will be welcomed at the meeting.

    

My question is:
Why (3) and (5) are wrong ? Or are they acceptable in a way??

Open, closed and welcome are adjectives here, not past participles, so these are not passive constructions.
 
Your #5 has a different meaning. It says that someone will be welcoming the members in some way. #4 says that none of the members will be turned away from the meaning.
 
#2 says that the office will be available for business at 8:00. #3 says that the process of unlocking the office to make it available for business will happen at 8:00.
 
So, your #3 and #5 are correct, but do not have the same meaning as #2 and #4.
