Were the award to be given to someone from this department, the management might be accused of favoritism.
 
This is a very formal construction, which is rarely used, in which the word "if" is removed. A more common wording would be "If the award were (but "was" would be much more common now) given to someone from this department, the management might be accused of favoritism".
