Are the following changes from ACTIVE to PASSIVE correct:

ACTIVE: They will open a new museum next week.
The students have to read the report.

PASSIVE: A new museum is to be openend next week.
The report is to be read by the students

...or just �A new museum will be opened next week � and �The report has to be read by the students �

�A new museum is to be opened next week � is fine, but you could use will too.

As for the other,

�The report is to be read by the students � is ok, but it changes the meaning from the active sentence, you haven �t included the meaning of the �have to �, therefore i suggest either:

The report has to be read by the students

or 

The report must be read by the students.

I think the grammar structures should be preserved. So here are my suggestions:
 
They will open a new museum next week. - A new museum will be opened next week.
The students have to read the report. - The report has to be read by the students.
