Are the following changes from ACTIVE to PASSIVE correct:
ACTIVE: They will open a new museum next week. The students have to read the report.
PASSIVE: A new museum is to be openend next week. The report is to be read by the students
...or just A new museum will be opened next week and The report has to be read by the students
Thanks for your help in advance.

A new museum is to be opened next week is fine, but you could use will too.
As for the other,
The report is to be read by the students is ok, but it changes the meaning from the active sentence, you haven t included the meaning of the have to , therefore i suggest either:
The report has to be read by the students
or
The report must be read by the students. |

I think the grammar structures should be preserved. So here are my suggestions: They will open a new museum next week. - A new museum will be opened next week. The students have to read the report. - The report has to be read by the students.
