Please help. I do not understand why �the � is added
before central but should be omitted before northern. Thanks.

The answer is that you can �t use "the" with central either! Your first sentence is wrong. It should read:
It is in central Italy.
It is in northern Italy.
You can, however, say,
It is in the centre of Italy, or in the north of Italy.

you can use "the" if you say:"in the central areas of Italy" or "in the central Italian areas"."In central Italy" is correct.
