Difference between ON and OVER

Hi everyone,
I would highly appreciate if you can help me understand the difference btw ON and OVER. As far as I understand, OVER means something is moving, and ON is not.

Generally:
on--they are making contact
over-they do not necessarily make contact |

You put a pen ON a table - if you hold the pen above, it is over the table. Although above is a better word. Like Douglas said - contact!!
Over and above are synonymous.

OVER has lots of meanings and you can really differentiate only by looking at the context the horse goes over the fence (it �s not touching the fence)
she is wearing a scarf over her sweater (the scarf is on top)
there �s a lamp hanging over the table (it �s not touching the table)
Mom put a warm blanket over her child (it �s covering the child)
