"2) He always has breakfast at" is the correct one. But for Be Verbs (like "is," "am," and "are"), the frequency adverbs (always, sometimes...) need to put after them. For example, she IS always happy. He IS sometimes late.

always, usually, regularly, normally, often, sometimes, occasionally, rarely, seldom,
never are adverbs of frequency.
