There are several  words which can be singular or plural nouns (for example: government, family, staff, crew...)
Use the singular when you see the nouns as a group. Eg: The crew is having a hard time (You see the crew as a group)

If you see every single member of a group as an individual, please use the plural form. Eg: The crew are confused (meaning that the single members of the crew are confused).
