We can use that instead of who and which where the subject of the relative clause is a person or a thing. This is common in informal language however formal language, such as in work letters, should use who and which.
e.g.
I�d like to give these books to students who (that) can�t afford to buy them
Are you going to throw out the old course books which (that) are out of date?

I think that in :Who is that? you need a person.eg:Who is that woman?(when you are refering to a person)What is that?( when you are refering to a thing)
