Does "I am a poor student"
mean "I am not a good student"?

"I am a poor student" can mean "I am not a good student," but it can also mean "I am a student who doesn �t have much money." It can even mean "Pity me." You should be able to decide which meaning is correct from the context.
 
For example: "I am a poor student. I don �t think I can win a scholarship." This is your meaning, not a good student.
 
"I am a poor student. I have $50,000 in student loans and I eat a lot of ramen noodles." This is a student who needs money.
 
"I am a poor student. I have three papers due and two final exams tomorrow, and I�m not ready!" This student is looking for sympathy.
